Mr S Dhanabalan to chair Mandai Park Holdings

Singapore, 20 October 2015 – Mr S Dhanabalan has been appointed as the Chairman of Mandai Park Holdings (MPH). MPH was established by Temasek, a Singapore-based investment company, to oversee the concept development for the rejuvenation of Mandai into an integrated wildlife and nature heritage space.

Mr S Dhanabalan is currently Chairman of Temasek Trust, the philanthropic arm of Temasek. He was formerly the Chairman of Temasek.

Mr Dhanabalan said, “I am honoured to be part of the team that will bring the vision of a rejuvenated Mandai to reality. By adopting an integrated, sustainable and inclusive approach, we will work towards creating an attraction for Singaporeans and visitors to enjoy the biodiversity available in Singapore.”

Together with the MPH team, Mr Dhanabalan has been engaging environmental groups and civil societies. He said, “My recent conversations have underscored how passionate and committed people in Singapore are towards conservation today. I see the new Mandai as a space to inspire and educate people of all ages in environmental conservation.”

Besides driving the proposed concept for Mandai, MPH also oversees the business and strategic development of Wildlife Reserves Singapore (WRS); the operator of Singapore’s award-winning Jurong Bird Park, Night Safari, River Safari and the Singapore Zoo.

Mr Dhanabalan is joined by ten other directors including Ms Claire Chiang, former Chairman of WRS, and Mr Mike Barclay, who was appointed as Chief Executive Officer of WRS on 1 October 2015. Mr Barclay will also serve as MPH’s Executive Director.

MPH commissioned an Environmental Impact Assessment (EIA) of the development in March 2015 and expects to share the findings in the second quarter of 2016. The EIA aims to explore and incorporate sustainable solutions in the development of the precinct.

Mr S DHANABALAN

Mr S Dhanabalan is currently Chairman of Temasek Trust, the philanthropic arm of Temasek. He is also a member of the Council of Presidential Advisers as well as the Presidential Council for Minority Rights. Mr Dhanabalan retired as Chairman of Temasek Holdings in 2013, after a 17-year tenure.

Mr Dhanabalan started his career in the Ministry of Finance where he played an active role in the formation of Singapore’s Economic Development Board, and the establishment of the then Development Bank of Singapore (now DBS). He was also a founding board member of the Government of Singapore Investment Corporation (now GIC), serving till 2005. A Member of Parliament from 1976 to 1996, he held various ministerial portfolios, including National Development, Foreign Affairs, Trade and Industry, Culture and Community Development.

Mr Dhanabalan was Chairman of Singapore Airlines from 1996 to 1998 and DBS Group Holdings from 1999 to 2005. He currently serves on the board of GIC, having been appointed in August 2014.

Mr Dhanabalan served as President of the Singapore Indian Development Association from 1996 to 2002 and is a Life Trustee of the Association. He has been the Patron of the Singapore chapter of Habitat for Humanity since September 2003.

Mr Dhanabalan was conferred the Order of Temasek (First Class), Singapore’s highest civilian honours, in the August 2015 National Day Awards.

Mr Mike BARCLAY

Mr. Barclay is the CEO of Wildlife Reserves Singapore with effect from 1 October 2015.

He was most recently the CEO of Sentosa Development Corporation (SDC) from 2008 to 2015. Under his leadership, SDC went through a period of strategic transformation, with a renewed vision to be a leading leisure destination with a sustainable value proposition. Some of the key initiatives that took place during his tenure included the acquisition of Mount Faber Leisure Group; the completion and launch of Resorts World Sentosa and Sentosa Cove; and the continued diversification of attractions and partnerships for Sentosa.

Prior to joining SDC, Mr Barclay was the Regional Vice President Asia Pacific at the International Air Transport Association (IATA). From 2004 to 2007, he was Chief Executive of SilkAir. He also held various portfolios for Singapore Airlines in Singapore, Germany, Switzerland, Belgium and the UK from 1991 to 2004.

Mr Barclay holds a Master of Science degree in Transport Planning & Engineering from the University of Leeds and has completed the Advanced Management Programme at Harvard Business School.

Mr. Barclay is also a Director at the Changi Airport Group, the Mount Faber Leisure Group and Sentosa Leisure Management.

Ms CHEO Hock Kuan

Ms Cheo Hock Kuan joined Temasek in 2002 and is currently Head, Strategic & Public Affairs Group. Her primary focus areas include stakeholder engagement and global relationship building. Prior to her current position, Ms Cheo had held the appointment of Head, Organisation & Leadership, overseeing organisation development, corporate governance and leadership dynamics. She was also co-Head China for a number of years, developing Temasek's presence in China market.

Prior to joining Temasek, Ms Cheo was a senior executive of Singapore Technologies Pte Ltd where she was responsible for the executive resource management of the Singapore Technologies group of companies.

Ms Cheo is on the Board of Ascendas-Singbridge Pte Ltd, Fullerton Financial Holdings Pte Ltd and Pavilion Capital Holdings Pte Ltd.

Ms Claire CHIANG

Ms. Chiang, Senior Vice President, Banyan Tree Holdings, is a co-founder of Banyan Tree Hotels & Resorts. She serves also as the Chairperson for China Business Development and an Advisor to the group on Human Capital Development. Ms. Chiang is also the Chairperson of Banyan Tree Global Foundation, an associate of Banyan Tree Holdings that was established in 2009 as the sustainability arm of the group.

In 2009, Ms. Chiang, together with Mr. Ho Kwon Ping, was a joint recipient of the Hospitality Lifetime Achievement Award at the annual China Hotel Investment Summit. The award was presented to honour outstanding individuals for a lifetime of extraordinary leadership, accomplishments and contributions to the hospitality industry.

Ms Chiang serves on numerous public and private Boards and has won national and international awards for her advocacy in social and community issues. She is a member of the Tripartite Committee on Work-Life Strategy led by the Ministry of Manpower, which is a network committed to creating an enabling work environment to empower work flexibility and engagement.

Ms Chiang is the Chairperson of Executive Committee, National Book Development Council of Singapore. She is a member of advisory board for Crib Pte. Ltd. She serves as the community advisor for Honour Singapore and was appointed by Ministry of Defence (MINDEF) as a member in main ACCORD and the co-chairperson of the ACCORD (Family & Community Council).

In August 2014, Ms Chiang was awarded the Public Service Star BBM for her contribution in implementing work-life integration, as part of Singapore’s commitment to create fair, responsible and progressive work environment. She was also elected as a Pioneering Member for the Diversity Action Committee to build up the representation of women directors on boards of companies. Ms Chiang is also a Jury Panel Member for the NUS Singapore History Prize in November, 2014.

Ms Chiang serves as the Chairperson of Wildlife Reserves Singapore Conservation Fund. She is also the Board of Director at ISS A/S.

Most recently, Ms Chiang received the Outstanding ASEAN Entrepreneur’s Award 2015 from the ASEAN Women Entrepreneurs Forum and Community Retailer Award 2015 from the Hong Kong Retail Industry Trade.

Mr FOCK Siew Wah

Mr Fock is the Group Chairman of PSA International Pte Ltd. After joining PSA as a director in August 2005, Mr Fock assumed Chairmanship of the company on 1 November 2005. In addition, he is Chairman of Pavilion Capital Holdings Pte Ltd.

Mr Fock’s distinguished career, which spans the banking, finance and transportation sectors, started with a 13-year stint at JP Morgan where he rose to head the US bank's regional investment banking presence in North and South East Asia and then the Asia-Pacific Treasury operations in 1984 before moving to helm Overseas Union Bank Ltd as President and CEO in 1988. He was also Special Advisor to the Singapore Minister for Finance for four years until 1995. Besides being a veteran in the banking and finance sector, Mr Fock also has a wealth of experience from the transport sector. He was Chairman of the Singapore MRT Ltd for 9 years followed by the Land Transport Authority for 7 years. In addition, he was Special Advisor to the Chairman of DBS Bank Ltd until end of 2007 and Senior Advisor of Temasek International until end of September 2015.

Highly respected for his management experience and sound counsel, Mr Fock has served on many Boards. These included a stint as Chairman of Singapore Airlines Cargo Pte Ltd, Nuri Holdings (S) Pte Ltd and East-West Bank in California, Deputy Chairman of Fraser & Neave Ltd, as well as directorships in Temasek Holdings (Pte) Ltd, Singapore Technologies Holdings Pte Ltd, Singapore Airlines, DBS Bank Ltd, Great Eastern Life Assurance Company Limited, and Times Publishing Limited.

In recognition of his contribution to Singapore, he received the 1997 National Day Award’s “Meritorious Service Medal” and in 2008, he was bestowed the “Distinguished Contribution Award” by the Land Transport Authority. In 2009, he was conferred the “Distinguished Service Order” by the President of the Republic of Singapore on National Day and in 2012, he received the “Medal of Commendation (Gold)” from the National Trades Union Congress. Mr Fock was also conferred the national distinction ‘Commander of the Order of the Crown’ in 2014 from His Majesty King Philippe of Belgium for his merit, dedication and services rendered to the Kingdom of Belgium.

Mr KEE Teck Koon

Mr Kee is currently the Non-Executive Chairman of Changi Airports International Pte Ltd, and Alexandra Health Fund Ltd. He also holds directorship positions in CapitaLand Ltd, Raffles Medical Group Ltd, NTUC Enterprise Co-operative Ltd, NTUC Income Insurance Co-operative Ltd, and Lien Foundation.

Prior to Mr Kee’s retirement as the Chief Investment Officer of CapitaLand Ltd on 1 July 2009, Mr Kee held several senior appointments within the CapitaLand group. Between April 2003 and January 2007, he was responsible for overseeing the CapitaLand group’s financial, commercial and retail businesses. Prior to that, he was the Managing Director and Chief Executive Officer of The Ascott Ltd from November 2000 to April 2003.

Between 1996 and 2000, he was the Managing Director and Chief Executive Officer of Somerset Holdings Ltd, and was also an Executive Vice President at Pidemco Land Ltd. Prior to that, Mr Kee held senior management appointments with several other organisations. He started his career in 1979 with the Singapore Armed Forces and the Ministry of Defence where he remained until 1991.

Mr Kee holds a Master of Arts in Engineering Science from Oxford University, United Kingdom.

Mr Dilhan Pillay SANDRASEGARA

Mr Sandrasegara is the Head, Enterprise Development Group and Singapore, as well as Co-head of Americas of Temasek International Pte Ltd. Prior to joining Temasek, he was a corporate lawyer.

Mr Sandrasegara serves on the boards of the Singapore Management University, Singapore Institute of Legal Education, Changi Airport Group (Singapore) Pte Ltd, Changi Airports International Pte Ltd, Temasek Life Sciences Ventures Private Limited, Fullerton Financial Holdings Pte. Ltd., the National Research Foundation in Singapore, Mandai Park Holdings Pte Ltd, Vertex Venture Holdings Ltd and Ascendas-Singbridge Pte Ltd. He is also a member of the Capital Markets Committee of the Monetary Authority of Singapore. He was previously a member of the Corporate Governance Council and a board member of the Accounting and Corporate Regulatory of Singapore.

He graduated from the National University of Singapore with a Bachelor of Laws and obtained a Master of Law from the University of Cambridge.

Mr SIM Hwee Cher

Mr Sim is PricewaterhouseCoopers Singapore’s Vice Chairman of Operations and the Head of Audit. He is also a member of the PwC Executive Board for Singapore, China, Hong Kong and Taiwan.

Mr Sim has over 30 years of audit experience and has been actively involved in planning, executing and managing audits of large companies in the manufacturing, real estate, construction, health care, insurance companies and trading industries.

Mr Sim sits on the Council of the Institute of Singapore Chartered Accountants (ISCA) and is currently the Honorary General Secretary of National Council of Social Service and Council member of Community Chest. He is also a member of the NUS School of Accounting Advisory Council

Mr Sim is a Fellow of the Institute of Singapore Chartered Accountants (ISCA), Chartered Public Accountants of Australia and the Association of Chartered Certified Accountants of United Kingdom.

Professor TAN Chorh Chuan

Professor Tan Chorh Chuan was appointed President of the National University of Singapore in December 2008. He concurrently serves as the Chairman of the Board of the National University Health System. Prof Tan's additional appointments include Deputy Chairman of Singapore's Agency for Science, Technology and Research (A*STAR); Senior Advisor to the Governing Board of Duke-NUS Graduate Medical School; and Member, Board of Directors of the Monetary Authority of Singapore. He was former Dean of the NUS Faculty of Medicine and served as the Director of Medical Services, Ministry of Health, from 2000 to 2004, in which capacity he was responsible for leading the public health response to the 2003 SARS epidemic. He held the positions of NUS Provost, then Senior Deputy President from 2004 to 2008. As the inaugural Chief Executive of the National University Health System in 2008, he brought the NUS Medical and Dental Schools and the National University Hospital under single governance.

Prof Tan is a key leader in Singapore's Biomedical Sciences Initiative since its inception in 2000, for which he was awarded the National Science and Technology Medal in 2008. He also received the Public Service Star in 2003 for outstanding contributions to overcoming SARS in Singapore, and the Public Administration Gold Medal in 2004 for his work as Director of Medical Services in the Ministry of Health. Other awards include the Dr. John Yu Medal from the George Institute for Global Health, Australia; the Albert Schweitzer Gold Medal from the Polish Academy of Medicine; Honorary Doctor of Medicine from King's College; Honorary Doctor of Science from Duke University; Honorary Doctor of Science from Loughborough University; Achievement Medal from the Singapore Society of Nephrology and the 1996 Singapore Youth Award.

A renal physician, he obtained his medical training at NUS, and research training at the Institute of Molecular Medicine, Oxford.

Professor Leo TAN

A marine biologist, Professor Leo Tan Wee Hin began his career in the University of Singapore as a Senior Tutor in 1973. He became a Lecturer in Zoology and Physiology in 1974. He was seconded to the Singapore Science Centre as CEO in 1982, concurrently holding his position as Senior Lecturer in The National University of Singapore (NUS). In 1991, he was appointed Associate Professor and Foundation Dean of Science in Nanyang Technological University, tasked to help build the new National Institute of Education (NIE) for teacher education. A full professorship came a year later, and in 1994, he was appointed the Director of NIE. In 2008, his career turned a complete cycle when he returned to NUS as Professor and Director (Special Projects) in the Science Dean's Office. He is conducting surveys of the marine life at the off-shore Semakau Landfill, working on interdisciplinary programmes, in the areas of environmental & biodiversity education and research.

His present leadership roles include Chair of the Garden City Fund, President of the Singapore National Academy of Science, Vice Chair of the Singapore Environmental Council and Chair of the Science Sub-Commission of the Singapore National Commission for UNESCO. He also represents Singapore as Governor on the Asia-Europe Foundation.

Professor Tan is also the Immediate Past President of the Singapore National Academy of Science.

Professor Tan graduated with a PhD in Science from NUS in 1974.

He has received the Public Administration Gold Medal (1988), Public Service Medal (1995), National Science & Technology Medal (1999), Public Service Star (2001), National Order of Merit (Officer) from the French Government (2002), Public Administration Medal (Gold)(Bar)(2007) and the President’s Award for the Environment (2007).

Mr Lionel YEO

Mr Lionel Yeo assumed the position of Chief Executive of the Singapore Tourism Board on 1 June 2012. He was formerly the Dean and CEO of Singapore's Civil Service College, and Deputy Secretary (Development) in the Public Service Division of the Prime Minister's Office.

Mr Yeo has been an officer with the Singapore Administrative Service since 1996. He previously served in the Ministry of Trade & Industry, the Ministry of Finance, the Ministry of Information and the Arts, and the Ministry of Community Development. Mr Yeo currently serves on the board of the Sentosa Development Corporation, and on the Board of Governors of Raffles Institution.

Mr Yeo read Economics at the London School of Economics and has an MBA from the MIT Sloan School of Management
